Port Nelson is a complex and dynamic working environment. Each day, many high-risk activities are carried out by PNL Staff, Contractors, and Port Users.
To provide an overview of activities on PNL Sites, we have established an Authority to Work system. Further, if this work creates exposure to one of Port Nelson’s Critical Risks, it triggers a Permit to Work requirement. This system applies to all port users, internal and external. It also assists in planning work, managing communication between port users, deconflicting simultaneous work activities, and determining minimum hazard control mechanisms to support safe systems of work across all work sites.
Anyone wanting to access PNL sites to carry out activity, must request an Authority to Work from the Port Nelson Permit Office at least two business days in advance of the planned activity. Some work carries inherently high risk and must be carried out under a Permit. Activity requiring a Permit includes:
- Diving
- Ground Penetration / Excavations
- Hot Work
- Working at Height
- Confined Space
- Drone Operations
- Working On or Near Water
- Special Lift (Crane)
- Wharf Overload

Applicants are required to complete the Authority to Work Application below.
Please forward any relevant supporting documents (JSA/SWMS etc) to the PNL Permit Office via email to permits@portnelson.co.nz
The Permit Office will review requests for potential issues and impacts on nearby activity. Applicants may be contacted to clarify details or for additional information.
If a Permit is required, the PNL Permit Office will advise of any additional information and supporting documentation requirements.
Once reviewed and approved, an Authority to Work will be issued and confirmation sent to the applicant via email.
